My husband with dementia (MHwD)(88) no longer drives; car is in both his name and mine. Should I renew his license (for ID) and do I need to change insurance to say that he's no longer driving? Or should I take his name off the registration (which would necessitate insurance change)?
Here in MN, when my in-laws surrendered their DLs, they both got state IDs instead. They wanted to keep their car (we drove them around in it). As their POA, I talked to their insurance (USAA) and we adjusted drivers - FIL was still the owner of the auto and the insurance policy, but was a non-driver. My husband and I were added as drivers. There was a very small increase I believe but not significant.
If you get a bad result from your insurance co, it might be time to shop around and see what result you can get from others. If the shifting from two to one driver causes a big increase, consider adding someone else (with a clean record) as an occasional driver on your policy.

You probably don't need to change the insurance, if he's not driving at all, and not likely to get the keys and sneak out. But, if you want to change the insurance, then you should take his name off the registration as well. You might see a cost savings by removing him as an insured driver. If there is a small chance that he might get in the car and drive somewhere, keep the insurance for him!
From my experience, Insurance companies are reluctant to remove anyone from the household, just in case they might drive the vehicle. I had to convince my insurance company that my husband is bed-bound, with partial paralysis and dementia, and could not even get in the car without my help.
